you can make your own by grinding uncooked rice in a coffee/spice grinder or a blender until finely ground and then sieve to remove any larger bits if you need further info, visit wikihow

You can swap in AP flour here, it won't be an exact one to one swap as rice flour is lighter and can lead to a crispier fry.
